The Perfect Environment

Potomac Healthcare Foundation (PHF) was incorporated in the District of Columbia in 1977 as a non-profit corporation for the purpose of providing mental health and substance use treatment.  Over the years, PHF has operated several residential addictions treatment facilities.  PHF is affiliated with Maryland Treatment Centers, Inc, (MTC) which manages operations at some of PHF's programs.

New Horizons- Co-Occurring Disorders Long Term Residential 

Long term residential treatment (III.3 and III.5) for patients in the criminal justice system with substance abuse an co-occurring  (dual diagnosis) psychiatric problems.  

Safe Harbor- Women's and Children's Program

Long term residential treatment (II.3) for pregnant and post-partum substance abusing women who may bring their young children and infants with them to treatment.

​The Avery Road Treatment Center (ARTC), managed by Maryland Treatment Centers, Inc. (MTC) through a contract with Montgomery County offers medically monitored inpatient detoxification services and medically managed intensive inpatient services to adult males and females. The Avery Road Treatment Center has become a premier facility for the treatment of substance use disorders, co-occurring disorders, women’s specialty programming, and care of the indigent and homeless, treatment of individuals with HIV and Injection drug users. The Office of Health Care Quality approved ARTC clinicians to provide services designed to treat residents with co-occurring disorders on an inpatient and outpatient basis. The ARTC site serves as a training site for fellows in psychiatry for the Howard University School of Medicine.
